Housing Regeneration Success for Torfaen
Torfaen County Borough Council advised by Geldards Public Sector team has entered into a development agreement with Charter Housing Association and Lovells for the regeneration and redevelopment of derelict ex council flats at Blenheim square, Cwmbran.
A Development Agreement has been exchanged between the Torfaen County Borough Council, advised by Susanne Bradley of Geldards, and Charter Housing Association Limited and mirrored by an agreement between Charter Housing Association and Lovell Partnership Limited, a commercial developer, to carry out the development of land at Blenheim Square.

The development will be in phases and involves the demolition of existing derelict blocks of flats with retail units beneath and their replacement with a new retail building, to be owned by the Council, together with a combination of commercial and affordable housing units, and associated open space and infrastructure.

Head of Public Law and Vice Chairman of Geldards, Huw Williams commented: "This scheme is a significant step in regenerating an area of Cwmbran badly in need of attention. We are delighted to have assisted Torfaen in achieving a structure for the transaction that worked for the Council, the charitable housing association and the commercial development partner. Transactions of this type are further evidence of Geldards expertise in advising local authorities on complex property transactions.”
