Huw has advised public bodies and recipients of public funding on the application of the EU State aid rules, available exemptions and the structuring of transactions.

Huw leads a team of lawyers who advise clients on the EU State aid rules. They encompass both bodies distributing public funds who wish to ensure that payments are made in a manner that is complaint; and recipients who wish to satisfy themselves that payments to them are within the rules in order to avoid the risk of repayment with penal interest where aid is given in breach of the rules.

The advice given by Huw’s team has covered a wide range of potential aid situations. These include research, development and innovation, assistance to sporting, heritage and cultural projects, land transactions, loans and guarantees and grant assistance.

The team has dealt with aid notifications, complaints to the EU Commission and is experienced in liaising with relevant departments in both the UK and Welsh Governments.

Recently, the team has been advising on the State aid aspects of a number of Cabinet Office supported public service mutualisation and reconfiguration proposals.
