Before re-joining Geldards as a Senior Associate in the Public Sector team, Owen was UK Public Procurement Senior Editor at Practical Law, Public Sector Partner at Geldards, Public Services Senior Solicitor at Lawrence Graham and Head of Legal and Democratic Services and Monitoring Officer at Harlow District Council. Owen was also seconded to East of England Development Agency as Interim Head of Legal Services while at Lawrence Graham.
He has advised a wide range of public bodies on governance and powers, public procurement, public services contracts, conduct investigations and constitutional issues.
Owen’s experience includes:
- Undertaking member conduct investigations.
- Acting for local authorities in relation to BSF and town centre redevelopment projects, the merger and delivery of careline services, the procurement of extra care housing contracts and commissioning a waste disposal facility, including drafting and negotiating the procurement and other project documents and advising in relation to the procurement and governance implications of those projects.
- Providing advice to local authorities on a wide range of matters relating to conduct, probity, vires and governance issues.
- Acting on a number of academy projects including establishing academy trusts, drafting funding and commercial transfer agreements.
