Tomos advises public and private sector clients on a wide range of public and administrative law issues.

This includes advising a number of public sector bodies on powers and governance issues. In particular, he has regularly advised a Welsh Ministers-funded Crown body on such issues for a number of years.

He has also advised local authorities on matters such as the public law issues arising from an authority’s relationship with a wholly-owned waste management company.

Tomos has also advised clients on the interplay between equalities and human rights legislation and listed building legislation and the prospects of challenging a local authority’s decision-making on this basis.

Tomos advises clients on their Welsh language schemes and on the implications of the Welsh Language (Wales) Measure 2011. He also takes a keen interest in devolution and other constitutional matters.
