Geldards are proud to have successfully advised Tirion Group on the £85m regeneration of Newport’s former Whiteheads steelworks, creating a new development of 528 homes with a primary school, neighbourhood centre and community space.

One of Wales’ largest regeneration schemes, the Royal Victoria Court development sees the transformation of this brownfield site into much-needed open market and affordable housing in Newport. Construction work on the development will start this month and is due for completion in 2025, providing a boost to the local economy by creating 850 new jobs including 40 apprenticeships for local people.

Kathryn Gates, Geldards’ Cardiff-based Commercial Property partner, led the lengthy and complex negotiations, advising Tirion Group on the development and disposal of part of the site to partnership housing developer, Lovell. Kathryn was supported by Tomos Phillips in the Public Law team, advising on planning related issues.

The new housing development will be managed in partnership by Lovell and Tirion with support from the Welsh Government. Geldards’ Commercial Partner Jamie Goldberg, supported by Tamsin Mason-Rowe put in place a multi-party managing agent agreement for the development, while Alex Butler in the Corporate team provided advice on the constitutional arrangements associated with the private management company.

Geldards and the Tirion Group have a long-standing working relationship, and the Commercial Property team worked alongside the Tirion Group to realise the award-winning redevelopment of ‘The Mill’ in Cardiff- a project regenerating and transforming a disused industrial site into a successful sustainable new community of 800 homes.

Commenting on the transaction Kathryn Gates, Partner Geldards said:

“I am delighted to have acted for Tirion Group helping them achieve their latest redevelopment of a reclaimed site into a vibrant new community in Newport. It’s very rewarding to see disused areas of land being given a new lease of life and Geldards enjoy the legal challenges this brings”.

Dave Ward, CEO of Tirion Group added:

“We would like to thank Geldards for all their hard work on this complex transaction, over the past few years. Their diligence and determination have been invaluable in helping us bring this major regeneration project to Newport, the benefits of which will be felt by the community for years to come.”
